Where should Cash App find its first wedge?

Cash App is a mobile app for sending, receiving, and managing money. Answer this product management case and get it graded line by line against a weighted rubric.

The situation

Cash App, then called Square Cash, has come out of a Square hackathon as a simple way to send money to another person. You are the PM leading go-to-market for the first real launch. The head of the consumer effort wants a recommendation before committing budget and staffing. Square sees consumer payments as strategically important because it already serves millions of merchants, but the consumer market is crowded. Venmo has traction in major cities, PayPal is established, and Google has added money transfer features. Network effects make this hard, because if a user's friends are elsewhere, switching is unlikely. Assume you have a 12 month launch budget of $8 million, a small cross functional team, and enough compliance support to launch in one US region first. The product is still basic, with person to person transfers as the core job to be done. You need to decide who to target first, what promise will make them switch, how to acquire users without burning cash, and how much to lean on Square versus building an identity that feels native to consumers.
