Should WhatsApp add broadcast updates?
WhatsApp is a global messaging app used for private chats, group conversations, voice and video calls, and lightweight social sharing. Answer this product management case and get it graded line by line against a weighted rubric.

The situation
You are a PM on WhatsApp's consumer team. A senior product leader asks for a recommendation on whether WhatsApp should add a one way broadcasting product that lets public figures, organizations, creators, and businesses send updates to large audiences inside the app. Today, WhatsApp is mainly used for private messaging, groups, calls, and status sharing. Some people already use manual broadcast lists, but that model is cumbersome because the sender chooses recipients instead of users opting in to follow a source. At the same time, other apps are training people to subscribe to lightweight updates from teams, celebrities, and news sources, and Meta wants WhatsApp to broaden its role in users' daily lives. The opportunity is attractive, but the risk is serious. WhatsApp's strongest advantage is its simplicity and private feel. A broadcast product could increase engagement and create new use cases, but it could also clutter the interface, interfere with existing status behavior, and make WhatsApp feel more like a feed product than a personal communication tool. Leadership wants a strategy recommendation before design and engineering invest further. Assume there is enough engineering capacity for a meaningful launch if you recommend it.
What to produce
Write a 1 to 2 page product strategy memo.
Your answer must
- State whether WhatsApp should pursue this product now, later, or not at all, and justify the recommendation.
- Define the primary target users on both the publisher side and the follower side, and explain the main jobs to be done.
- Propose a high level product approach, including where the experience should live in WhatsApp and how users would discover, follow, and interact with updates.
- Identify the biggest tradeoffs and risks, especially around simplicity, privacy, and impact on current status and messaging behavior, and give specific mitigations.
- Define 3 to 5 success metrics and 2 to 3 guardrail metrics, plus a phased launch or experiment plan that would help validate the strategy.
Constraints
- Core private messaging must remain easy and familiar for the broad user base.
- The design must preserve WhatsApp's privacy expectations by limiting unnecessary identity exposure between publishers and followers.
- The recommendation should work for a global audience with varied technical sophistication and content needs.
Format
Use sections for recommendation, target users, product approach, risks and mitigations, and metrics and rollout.
