Should ByteDance Bet on Short-form Video?

The situation
It is 2016, and ByteDance leadership has asked you, a senior PM, for a strategy recommendation. Toutiao has proven that ByteDance can win with mobile-first aggregation, low-friction onboarding, and strong AI personalization, and the company now has a reusable recommendation and ad targeting stack. At the same time, user behavior is shifting toward short-form video, helped by better mobile networks, cameras, and global examples like Vine and Musical.ly. ByteDance can already distribute video inside Toutiao, but short-form video feels more like entertainment than news, and much of the most engaging content lives inside other apps rather than on the open web. The question is whether ByteDance should make a major bet here, and if so, how. A standalone product could sharpen positioning and create a new attention surface, but it would require solving creator supply, cold start, and possible overlap with Toutiao. Waiting lowers execution risk, but may leave the next habit-forming format to someone else. You need to recommend the strategy, sequencing, and success measures.
What to produce
Write a 2 page strategy memo.
Your answer must
- State the core strategic question and why the shift toward short-form video matters now for ByteDance.
- Compare at least 3 options, for example deepen video inside Toutiao, launch a standalone short-form video app, or delay and run limited experiments first.
- Recommend one option and justify it using user value, ByteDance's AI platform advantage, monetization potential, and long-term strategic control of attention.
- Lay out a phased plan covering content supply, creator acquisition, user distribution, and how the shared recommendation system would be used.
- Define the key metrics you would watch in the first 6 to 12 months, including leading indicators for retention, content liquidity, and monetization readiness.
- Identify the biggest risks and tradeoffs, including cannibalization, cold start, and the limits of relying on recommendation without a social graph.
Constraints
- ByteDance's real strength is recommendation and ad targeting, not an existing friend graph.
- Short-form video content on rival apps is not easily scraped, so the strategy cannot depend on aggregating the best supply from elsewhere.
- Any plan should reuse ByteDance's existing AI and monetization capabilities where possible, rather than assuming a clean-sheet company build.
- Toutiao remains an important business, so the proposal must consider resource focus and overlap with the current product.
