Where should Facebook launch local commerce?
Facebook Marketplace is a place inside Facebook where people can discover, buy, and sell items, especially in local communities. Answer this product management case and get it graded line by line against a weighted rubric.

The situation
You are a PM on Facebook in 2015 working on commerce behavior inside Facebook Groups. Admins can already mark some groups as buy, sell, trade communities, and early tests show meaningful organic activity across local neighborhoods and hobby groups. But the current experience is fragmented. Buyers struggle to discover the right groups and browse enough inventory. Sellers feel their listings only reach a narrow audience. Leadership believes Facebook may have a chance to help people buy and sell locally, but there is skepticism because previous commerce efforts did not stick and space in the main app is tightly controlled. The team needs a recommendation for the next product step that can improve buyer and seller matching without breaking what already works in communities. You must decide where this experience should live, how to seed supply and demand early, which user problems to solve first, and how to measure whether Facebook should scale the effort beyond a small test.
What to produce
Write a 1 to 2 page product strategy memo for Facebook leadership.
Your answer must
- Define the primary user problems on both the buyer and seller side, and explain why the current Groups based experience is not enough.
- Recommend one product direction for where the commerce experience should live, and compare it against at least two credible alternatives.
- Describe an MVP that can be tested quickly, including how you would seed enough inventory and buyer activity for a fair test.
- Specify one north star metric and 3 to 5 supporting metrics, and explain how they would inform a scale or stop decision.
- Address trust, safety, and abuse risks that matter in local offline transactions, and explain how existing Facebook surfaces such as profiles, Groups, and Messenger should or should not be used.
Constraints
- Most transactions will start as offline, in person exchanges, not as integrated checkout or shipping flows.
- Assume the team can support only one major new product surface in the next planning cycle.
- Your proposal must build on existing Facebook assets and user behavior rather than requiring Facebook to create a new network from scratch.
Format
Use clear headers and short bullets under: users and problems, recommendation, MVP, metrics, risks.
