Should Meta invest in payments now?

Meta is a technology company that runs Facebook, Instagram, WhatsApp, and other digital platforms, and makes most of its money from advertising. Answer this product management case and get it graded line by line against a weighted rubric.

The situation

Meta's VP for monetization and commerce has asked you, a PM in a cross company strategy group, for a recommendation on whether payments should become a larger product investment area across Meta's ecosystem. Meta's business is still dominated by advertising, but leadership wants stronger commerce experiences inside its apps and is also evaluating longer term virtual world opportunities that could involve digital purchases. Today, payments exist in some places, but there is no clear company wide thesis for how much to invest, which user problems matter most, or whether a more unified payments product is worth the cost. The tension is that payments can be operationally heavy, tightly regulated, and difficult to differentiate. A standalone payments business may not be attractive on its own. At the same time, smoother payments could improve higher value businesses, such as ad driven commerce and future digital goods experiences. Leadership wants a recommendation that starts from Meta's current revenue base and strategic direction, not from a list of features. You need to advise whether Meta should scale its payments ambitions now, and what strategic role payments should play if it does.
