What this question tests
Large scale operational strategy under real constraints: logistics, equity, and public trust, tested through a well known real event.
How to approach it
- Confirm the goal: speed of vaccination, equitable access, or both, since they can conflict.
- Segment the population: high risk groups needing priority access versus the general public.
- Identify constraints: limited initial doses, cold chain logistics, and uneven trust across communities.
- Propose a phased rollout prioritizing high risk groups first, distributed through existing trusted channels like pharmacies and clinics.
- Address trust with transparent, localized communication addressing hesitancy in underserved communities.
- Define success with doses administered per week, equity of access across demographics, and case rate reduction.
What a strong answer includes
- Explicitly separates speed from equity as two goals that can trade off against each other.
- Names real constraints, cold chain logistics and vaccine hesitancy, that shaped the actual rollout.
- Proposes distribution through trusted existing channels, pharmacies and community clinics, not a new system from scratch.
- Sets an equity specific metric, access rate by demographic, not just total doses given.
Common mistakes
- Focuses only on speed and ignores equitable access across communities.
- Ignores vaccine hesitancy and trust as a real, non technical barrier.
Likely follow-up questions
- How would you handle a shortage that forces you to choose between two high risk groups?
- How would you measure and correct for uneven uptake in specific communities?
- What would you do differently in month two based on month one's data?
