- Set a creator-side goal: reach lift (impressions from non-followers) attributable to hashtag use on a post.
- Add a guardrail: spam/report rate on hashtag pages, since low-quality tag-stuffing can degrade the browsing experience.
What a strong answer includes
- Splits goals by side of the interaction, discoverer versus creator, since hashtags serve two different jobs.
- Rejects the obvious vanity metric (hashtag count) in favor of downstream engagement and reach quality.
