What this question tests

Structured market sizing: breaking a large unknown number into population, penetration and frequency assumptions instead of guessing.

Clarify scope: total weekly orders across India, not one city, and confirm whether to include Swiggy Instamart.
Estimate India's urban population likely to use food delivery, roughly 300 to 400 million people.
Apply a Swiggy specific penetration rate among that group, say 15 to 20 percent are active users.
Estimate average orders per active user per week, around 1 to 1.5.
Multiply population by penetration by frequency, then sanity check the total against known GMV figures.

States each assumption out loud and rounds to clean numbers (400M urban population, 15% penetration, 1.5 orders weekly) so the interviewer can follow and challenge the math.
