How to approach it

  1. Clarify what usage means for Azure: active subscriptions, compute hours, API calls or spend, and the time window versus baseline.
  2. Confirm the decline is real, not a reporting artifact from a logging change, holiday, or one large customer offboarding.
  3. Segment the drop by service (VMs, storage, AI), region, customer size, and plan tier to find where it concentrates.
  4. Look for external causes: a pricing change, a move by AWS or GCP, an outage, or a policy shift like export controls.
  5. Talk to churned or reduced-usage accounts and to support and sales to hear the reason directly.
