State you'll estimate via total vehicle registrations in the city and an assumed EV penetration rate.
Estimate the city's total registered vehicles, e.g. assume roughly 8 to 10 million for a large metro.
Assume an EV penetration rate, e.g. 2 to 3%, given relatively early adoption.
