What this question tests

Tests the candidate's real experience making judgment calls under uncertainty, and whether they can structure a clear decision rationale.

Situation: set up the context, what decision needed to be made and why data was limited, a new market or time pressure.
Task: state your specific role and the decision you owned.
Action: describe the partial signals used, qualitative interviews, a proxy metric, a small pilot, and how you weighed the risk of being wrong.
Result: state the outcome with a real number if possible, and what you'd do differently.
Pick one real, specific story rather than a hypothetical, since this is a behavioral question.

Names the specific proxy signals used, for example 5 user interviews or a 2-week pilot with 200 users, instead of vague judgment language.
Explicitly states the risk considered and why the decision was reversible enough to act without full data.
Ties the story to a concrete, checkable result rather than a general claim of success.
